ANNUAL REPORT 2025
To address the most dangerous and potentially lethal cases, the Sacramento Regional
Family Justice Center partners with law enforcement and community agencies through our
Domestic Violence High Risk Team (DVHRT).
In 2025, the team served 86 high-risk survivors, providing coordinated intervention for
cases involving escalating violence, weapons, and prior strangulation. Strangulation is one
of the strongest predictors of homicide and was reported by 583 survivors across our
Center.
Through danger assessments, safety planning, and rapid access to legal, housing, and
advocacy services, the DVHRT works to intervene early, reduce risk, and prevent
homicides.
As part of our High Risk Team efforts, we updated the Sacramento County Strangulation
Protocol, the first of its kind in the county, ensuring alignment with current best practices
and strengthening the coordinated, multidisciplinary response to high-risk domestic
violence cases.
