Law Enforcement Training: Joanna’s Law Roll Call Video
ANNUAL REPORT 2025
In partnership with the Sacramento Police Department, the Sacramento Regional Family
Justice Center developed a roll call training video to educate law enforcement officers
on the implementation and impact of Joanna’s Law (SB 989). This important legislation
strengthens the review of suspicious deaths to better identify those connected to
domestic violence, cases that may have historically gone unrecognized.
The roll call format allows this critical information to be delivered directly to officers
during daily briefings, ensuring broad and consistent exposure. The video has been
shared across agencies throughout Sacramento County and has also been viewed
nationally, positioning Sacramento as a leader in advancing awareness and
implementation of Joanna’s Law and best practices for identifying domestic violence,
related deaths.
This training directly supports the work of our Hidden Homicide Team, which reviews
suspicious deaths through a domestic violence lens. Since the passage of Joanna’s
Law, we have seen an increase in cases being flagged for further review, reflecting
both heightened awareness and improved systems for identifying deaths that may have
previously gone unrecognized.
The training highlights the 10 key red flags of domestic violence, related deaths and
reinforces the importance of thorough documentation, investigation, and collaboration
with multidisciplinary partners. By equipping officers with this knowledge, we are
strengthening early identification efforts, improving accountability, and enhancing our
collective ability to prevent future loss of life.
